ENFORCING LAW AND MORALITY

The Islamic Republic enforces its interpretation of Sharia through the nationwide network of armed police, morality patrol units, the IRGC, and the Basij.

Depending on the broken rule, penalties can include:

  • Arrest
  • Interrogation
  • Imprisonment
  • Sexual assault
  • Flogging
  • Travel bans
  • Asset confiscation
  • Stoning
  • Execution by hanging

POLITICAL DISSENT:

Because religious authority forms the basis of the political system, opposition is treated as a national security offense rather than an ordinary political disagreement. Penalties can include:

  • Arrest without a transparent trial or legal representation
  • Forced confessions under torture and duress
  • Torture, including starvation
  • Gang rape in detention 

The rape of both male and female prisoners is justified within the regime’s prison system. This is especially the case with virgin girls. Senior cleric Hossein-Ali Montazeri confirmed that Khomeini himself used the reasoning that, because virgins executed by the state would otherwise go to heaven, they must be raped before execution.

Numerous survivor testimonies, together with reporting by Human Rights Watch and Amnesty International, continue to document gang rape and other forms of sexual violence in Iranian detention, including rape during interrogations and coercive “temporary marriages” imposed on female prisoners.

Charges such as “enmity against God” (moharebeh) or “corruption on earth” can carry the death penalty, often by public hanging. In practice, these charges are used against protesters, activists, journalists, and ordinary citizens accused of opposing the regime. Because the authorities equate dissent with opposition to God, they can apply it to anyone they choose, without the presence of legal defense or due process.
